The Downtown San Diego Partnership Clean & Safe program keeps Downtown looking its best through enhanced maintenance, safety, unhoused care, and beautification services on behalf of those who live, work, and play within the 275 blocks (and 13,712 parcels) that make up the district. The Get It Done app is a simple and easy way to connect with the city. The City of San Diego uses the Get It Done smartphone app for reporting non-emergency problems like trash collection, graffiti removal, or vegetation issues.

    • A Letter of Agency allows SDPD to enforce against anyone found on a property without the owner’s consent or without lawful purpose. Recommended for vacant properties, vacant lots, businesses or any properties upon which public nuisance activity or crimes, including littering, defecating, drinking, drug activity, prostitution, graffiti or general trespass are occurring.

The mission of the San Diego Police Department’s Neighborhood Policing Division (NPD) is to enhance the quality of life and safety in San Diego neighborhoods in a manner that is compassionate, professional, and fair to all. Officers are trained to always offer services to individuals with whom they come in contact prior to taking enforcement action and continue to provide offers for shelter and services at each interaction. 

NPD teams are paired with the City’s Clean SD crews to respond to encampment requests received through the City’s Get It Done mobile app to connect homeless individuals with services and clean up trash and debris.

Submit a Get It Done Request

The Homeless Outreach Team consists of service providers that work with the San Diego Police Department and City Departments to assist those experiencing homelessness. HOT teams are a program within the Neighborhood Policing Division (NPD). The Homeless Outreach Team (HOT) consists of HOT Officers, Mental & Behavioral Health Services and Medical Care, and provides community members experiencing homelessness a liaison to available social services.

As a local nonprofit organization, 2-1-1 San Diego is the region’s trusted source for information and connections to community, health, and disaster resources. Their highly trained staff is here to help 24 hours a day, 365 days a year, and help is available in more than 200 languages. 2-1-1 maintains a database of more than 6,000 services and resources that are updated on a real-time basis and their Community Connectors help connect San Diegans to the accurate information they need.

PERT is a county-wide program that provides emergency assessment and referral for individuals in behavioral health crisis who come to the attention of law enforcement through phone calls. PERT pairs licensed mental health clinicians with uniformed law enforcement officers or deputies. Clinicians also partner with law enforcement homeless outreach teams to provide proactive preventative connection to services.

MCRTs are comprised of licensed mental health clinicians, case managers, and peer support specialists who can respond to behavioral health crisis calls that do not involve known threats of violence or medical emergencies. These clinical teams provide assessments, de-escalation, and connect the individual to appropriate services. They are not law enforcement but do coordinate with local jurisdictions based on a memorandum of understanding.

The California Department of Transportation (Caltrans) is the state agency that manages more than 50,000 miles of California’s highway and freeway lanes, provides inter-city rail services, permits more than 400 public-use airports and special-use hospital heliports, and works with local agencies. Caltrans carries out its mission with six primary programs: Aeronautics, Highway Transportation, Mass Transportation, Transportation Planning, Administration, and the Equipment Service Center. Caltrans is the agency responsible for maintaining land owned by the state on or near San Diego’s highway and freeway lanes.

The Port of San Diego champions maritime, waterfront development, and public safety. The Port  serves the people of California as a specially created district, balancing multiple uses on 34 miles along San Diego Bay spanning five cities. Cross-trained to prevent crime on the waterfront and fight fire on the water, the Port of San Diego Harbor Police protect the safety of San Diego Bay. Their responsibilities also include keeping travelers safe at the airport, managing an underwater crime scene, and partnering with our community.
