About the CEP

The Commercial Enhancement Program is a special district within the Property and Business Improvement District (otherwise known as Clean & Safe. That special district levies an assessment on properties of more than 50,000 square feet of commercial leasable space in Downtown.

CEP is managed by the Downtown San Diego Partnership and the Downtown Partnership Clean & Safe to deliver on the additional services and benefits included within that assessment. Those include:

Providing additional maintenance, safety, and beautification services through the Clean & Safe program.
Marketing CEP properties and the greater Downtown market to improve tenant attraction, tenant retention, and investment.
